Situation
The Government of Lebanon decided to initiate a comprehensive privatization program and lacked all legal and institutional framework to do that
Connexus Contribution
Drafted “Government of Lebanon’s Policy on Privatization and Private Participation in Infrastructure” which included a strategy for privatization. Document adopted by the Council of Ministers in July 2000
Drafting of the privatization law (voted into law in June 2000)
Reviewed potential candidates for privatization and identified challenges facing privatization of each sector or company
Participated in the drafting of various sector laws to set up the appropriate regulatory framework for privatization of telecommunications, electricity, and water
Designed and drafted Terms of Reference for a technical privatization unit
Advised the Minister of Post and Telecommunications (MPT) on telecommunications sector privatization and liberalization
Headed the drafting of a telecommunications policy and outline of regulatory framework
Supervised the work of consultants preparing the telecommunications operator’s opening balance sheet
Drafted terms of reference for and supervised the work of consultants to study Middle East Airlines and recommend privatization strategy and pre-privatization restructuring.
Prepared recommendations to the Minister of Transport. Recommendations were adopted by the Council of Ministers in 2000
Coordinated technical assistance to privatization with international institutions (World Bank, European Commission) and donor countries
Results
Recommendations, laws, terms of references and other deliverables were duly approved by the council of ministers
