	Situation
			Telecom Law provisioned that the incumbent be granted a license prior to scheduled privatization at end-2005
			Regulator announced opening up international and mobile telecommunications market in 2006
			Incumbent sought guidance to review draft license issued and negotiate with ministry and regulatory authority
