	Strategy for the liberalization of the Saudi market

	Situation
			The Saudi regulator (CITC) recently licensed one mobile operator and two data service providers and wishes to further liberalize the telecom market, including fixed services, and has requested advice on how best to do so

	Key Issues
			Possible WTO commitments to fully liberalize in 2006
			Recently licensed but untested operators in the data sector
			Regulatory framework requires enhancement to accommodate the liberalization of fixed services
			Objective to improve the IT sector in the context of very scarce info on the Saudi IT market

	Connexus Contribution
			Review and asses the current regulatory framework and identify what needs to be done to liberalize the fixed services market
			Review of different liberalization options and providing CITC with the best course of action
			§Build a financial model to assess the impact of different liberalization scenarios
			Review potential investment opportunities in the IT sector and the optimal strategy to attract the investment
			Integrate results from a residential and corporate market survey in the analysis and strategy

	Results
			Recommendations were adopted by CITC management in September 2005
