Prepared nine decrees in Arabic and English:
Decrees providing for the establishment and organization of the Telecom Regulatory Authority of Lebanon
Decrees providing for the corporatization of the Ministry and the telecom incumbent OGERO into a public shareholding company (Liban Telecom), and the transfer of assets from the Ministry and OGERO to the company
Decrees pertaining to the licensing of telecom operators and access to public property
Produced an extensive written assessment of the two GSM licenses, and assessing their compatibility with the Telecom Law, the announced telecom policy of the Government and international best practice
Convinced the government to amend the GSM draft licenses based on the above mentioned assessment
Results
Decrees were adopted by the Ministry of Telecommunications and presented to the Council of Ministers
The GSM licenses were amended to take into account the comments made
