Consulted for the World Bank Privatization Support Project ( March 2000-June 2001)
Drafted the start-up budget of the telecom regulatory authority
Identified main regulatory issues to be addressed by the telecom regulatory authority in the first year of operation
Drafted Terms of Reference for an EC-grant funded technical assistance to the telecom regulatory authority (€ 3.5 million)
Results
Law was adopted by Parliament
Policy statement was adopted by Ministry of Telecom and Council of Ministers, and included in the Information Memorandum of the mobile license and networks’ auction two years later
Technical assistance on telecom regulation was provided by the European Commission
