The Ministry of Post and Telecommunications in Algeria decided to liberalize the sector and needed to develop strategy and timetable as well as draft new law

Drafted a report on the strategy for the liberalization of the telecommunications sector and privatization of the state-owned telecommunications operator for the ministry
Drafted guidelines for regulatory reform of the telecommunications sector including an outline of WTO telecommunications commitments
Participated in the review and preparation of the telecommunications law
Lobbied for support for the reforms among the ministry’s senior managers
Results
The report drafted by the consultant was adopted by the Algerian government and served as the basis for launching the tender for the second GSM license as well as subsequent licensing
