Situation
Morocco’s telecom regulator (ANRT) sought assistance in designing a strategy to further liberalize the fixed and mobile sectors

    Regulations not conducive to the further liberalization of the fixed sector
    Government concerns on impact of new licenses on licensees, including valuation of incumbent
    Low penetration of telecom services
