Situation
The Lebanese Ministry of Transport and Public Works wanted to review reform options and set the country on track for a better transportation sector
Key Issues
Several options available therefore a need to assess each separately and adopt the best course of action
Need to re-establish credibility after concession failure

Advised on options for private sector participation in transport infrastructure and services
Reviewed the Furnish-Own-Operate (FOO) concession of the Port of Beirut container terminal (1998-2001) and drafted report on why the concession failed and recommendations on options
Drafted Terms of Reference for consultants to assist in the preparation of the concession of the ports of Beirut and Tripoli
Reviewed and assessed the work of consultants financed by the World Bank and the European Commission
Drafted terms of reference and supervised the work of consultants to advise the Government of Lebanon on an ‘Open Skies’ strategy. Study assessed the potential impact of liberalization of civil aviation on air transport
Assisted in the establishment of an independent civil aviation regulator and mobilized technical assistance for the authority
Results
Studies, evaluation and recommendations were adopted leading to reform in the sector
